国家矿山清静监察局关于印发《攻击和提防矿山瞒报事故的若干步伐》的通知

为深入贯彻落实习近平总书记关于清静生产主要指示指挥精神,,,,,,认真落实《中共中央办公厅 国务院办公厅关于进一步增强矿山清静生产事情的意见》《煤矿清静生产条例》,,,,,,牢靠和深化矿山瞒报事故“大起底”效果,,,,,,严肃攻击矿山瞒报事故行为,,,,,,维护矿山优异清静生产秩序,,,,,,制订如下步伐。。。。。。
一、强化现场监控。。。。。???笊狡笠涤Φ惫娣蹲爸谩⑹褂萌刖饕抵霸蔽ㄒ恍约觳庾爸茫,,,,,所有下井职员必需携带标识卡。。。。。。井口、主要作业所在必需装置视频监控,,,,,,实现“无视频监控不作业”。。。。。。种种清静监测监控数据应当按要求联网接入矿山清静羁系监察部分平台。。。。。。
二、增强现场监视。。。。。。各级矿山清静羁系监察部分要充分验展信息化手段的支持作用,,,,,,完善入井职员活动轨迹动态监测等技防系统,,,,,,注重从超限报警、数据异常、断网断线等预警信息中发明涉嫌瞒报事故线索,,,,,,特殊是对井下同时泛起多名带班向导群集、大宗职员异常移动或群集、夜晚大宗非作业职员下井,,,,,,以及视频监控发明井口等保存抬担架、背人、扶持等异常情形的,,,,,,要重点剖析研判,,,,,,实时举行核查处理。。。。。。
三、流通举报渠道。。。。。。各级矿山清静羁系监察部分要向社会宣布矿山清静生产举报渠道,,,,,,勉励社会公众和矿工及其眷属通过网络、微信小程序、电话和信件等多种方式举行举报。。。。。。所有生产、建设矿山企业必需在矿山办公场合、井口(坑口)等醒目位置设置举报奖励通告牌,,,,,,宣布地方矿山清静羁系部分、国家矿山清静监察局省级局举报电话和应急治理部清静生产举报微信小程序码。。。。。。
四、压实属地责任。。。。。。接到瞒报事故举报后,,,,,,要按程序提请属地县级以上地方人民政府凭证案情需要,,,,,,组织公安、应急治理、矿山清静羁系监察、人力资源社会包管、民政、卫生康健等相关部分,,,,,,组成核查组依法依规举行核查,,,,,,并按划定实时报告和对外宣布核查情形。。。。。。
五、重办瞒报行为。。。。。。对核查属实的矿山瞒报事故视情形提级视察,,,,,,查明瞒报事故真相,,,,,,从严处理矿山企业现实控制人、主要认真人及相关责任职员,,,,,,涉嫌犯罪的,,,,,,一律移送司法机关处理。。。。。。严肃查处地方党委政府及其有关部分瞒报事故行为,,,,,,依法依规严肃追责问责,,,,,,并实时宣布瞒报事故视察处理效果,,,,,,接受社会监视。。。。。。
六、用好奖励制度。。。。。。加大矿山清静生产举报奖励宣传力度,,,,,,充分调动矿工及其眷属和社会各界举报矿山瞒报事故的起劲性。。。。。。对核查属实的举报,,,,,,按划定实时兑现奖励,,,,,,最高可奖励30万元。。。。。。
七、开展警示曝光。。。。。。地方矿山清静羁系部分要制作典范或较大以上瞒报事故警示教育片,,,,,,发送矿山企业学习镜鉴;;;;;;按期对矿山企业现实控制人、主要认真人、清静治理职员等开展警示教育,,,,,,深刻罗致瞒报事故教训;;;;;;对典范或较大以上瞒报事故案例,,,,,,在报纸、电视、网站等媒体果真曝光。。。。。。
八、实验联合惩戒。。。。。。对瞒报事故的矿山企业和有关职员,,,,,,遵照《清静生产严重失约主体名单治理步伐》,,,,,,列入严重失约主体名单,,,,,,并向社会宣布。。。。。。所有爆发瞒报事故的矿山,,,,,,一律列为C类及以下矿山治理。。。。。。
九、建设长效机制。。。。。。推动各地建设公安、应急治理、矿山清静羁系监察、人力资源社会包管、民政、卫生康健等部分协同联动和信息共享机制,,,,,,在各自职责规模内实时发明和报告瞒报事故行为,,,,,,形成事情协力,,,,,,切断矿山瞒报事故链条,,,,,,构建“不敢瞒”“瞒不住”的长效机制。。。。。。
